After buying it, Raf will ring you and tell you to take a look inside. Go to the blip, enter the building, and you'll get a brief rundown of how the place works.

Claiming Higgins Helitours
With the car wash under your name, Maze Bank Foreclosures will open up the next two Money Fronts businesses: Higgins Helitours and Smoke on the Water. Higgins Helitours is the one you want during this event week, because its price has been dropped to zero until June 3. Open the site, select the helicopter tour business, and move through the purchase screen. You may see an option to change the interior tint for $10,000. That part isn't required, so don't feel pushed into spending extra if you're just here for the free business.
