Depuis des années, l’État encourage des fusions pour améliorer l’efficacité des services publics et réduire les coûts d'un système jugé trop fragmenté. Mais entre attachement local et enjeux d’organisation, les regroupements divisent. La France compte plus de 35 000 communes, mais moins de 2 000 d’entre elles seront concernées par un second tour des élections municipales. Dès dimanche 15 mars, 33 305 villes ont élu leur maire, le plus souvent faute de concurrence, avec une ou deux listes seulement dans de petites communes. Dans ce contexte, l’État encourage les fusions de communes qui pourraient permettre de garantir le maintien des services publics de proximité et une meilleure efficacité de l'action publique. Ces regroupements reposent sur le volontariat, contrairement à des pays comme l’Allemagne où ils ont été imposés. Ainsi, il y a 1 825 communes de moins depuis 2012. "On est les champions du morcellement communal, 6 % de la population habite dans la moitié des communes, 15 % dans les trois-quarts et 20 % dans 85 % des communes", a appuyé Manon Loisel, enseignante à Sciences Po, interrogée par BFM Business. Et pour cause, une commune sur dix compte moins de 100 habitants et la moitié en recense moins de 500 âmes. Un millefeuille administratif qui coûte très cher "Comment prétendre à l’efficacité, lorsqu’on confie les rênes de l’action publique à 35 000 micro-États ?", a déclaré le géographe Daniel Behar dans une tribune publiée par The Conversation. Et ce millefeuille administratif a un coût élevé : 7,5 milliards selon le rapport Ravignon. La fusion de communes peut permettre de faire des économies d'échelle grâce aux mutualisations des équipements et des forces de travail. Mais surtout, ces regroupements offrent une amélioration des services avec une action publique plus efficace. Et si les communes deviennent de vastes zones géographiques, "on peut réfléchir à des logiques de tournées, d'itinérance, penser des services publics plus mobiles, toujours en proximité avec les habitants", a détaillé Manon Loisel. Si la fusion n'est pas toujours acceptée par les riverains attachés à leur village, elle propose également de regrouper les communes en intercommunalités.
